With over 23 years of experience in company management in various fields of activity, both in Romania and in the USA, a graduate of the faculty of "Business Administration with specialization in management and international marketing" at Fordham University in New York, USA and the MBA program at the same faculty, specializing in Finance, Ioana has been with Aquaproiect SA and working in the design industry since 2007. In the last 18 years, she has contributed to the company's activity in various roles related to her expertise - Management consultant, development director, program coordinator with Beneficiaries such as OMV Petrom, the World Bank, and MIPE, member of the Board of Directors, cost-benefit analysis specialist, and more.
Actively involved in internationally recognized professional associations (FIDIC, UNECE, Project Management Institute (PMI), International Institute of Business Analysis (IIBA)), she was part of various working groups on topics of interest (climate change, public-private partnership, European funds, Fidic contract conditions, business analysis, cost-benefit analysis, etc.). She currently holds the position of Vice-President of ARIC (Romanian Association of Consulting Engineers – www.aric.org.ro) and Vice-President of EFCA (European Federation of Consulting Engineers Associations – www.efcanet.org), contributing to the continuity and development of the engineering field both nationally and internationally.
She continues her professional career with the team of engineers of Aquaproiect SA, which she leads as Manager since 2021.

Cătălin Popescu
Dr. Eng. Catalin Popescu is the Coordinator of the Technical-Economic Council (CTE) and senior partner within Aquaproiect and a Senior Scientific Researcher (Grade II), with over 20 years of experience in design, technical consultancy, and project management in the field of hydropower, hydraulic engineering, and critical infrastructure. He graduated from the Technical University of Civil Engineering Bucharest (UTCB) with a degree in Hydraulic Structures and completed advanced studies in Environmental Protection Engineering.
He holds a PhD in Civil Engineering, with a focus on underground hydropower structures, and completed a postdoctoral program at UNESCO-IHE Delft (Netherlands), specializing in hydraulic engineering and sediment transport. His professional development also includes training in corporate governance, public-private partnerships, and advanced computational modeling for hydraulic structures.
At Aquaproiect, he coordinates the technical development of major infrastructure projects, including the rehabilitation of dams, hydropower plants, gravity and diversion reservoirs, river regulation works, flood protection systems, and complex urban and rural water infrastructure. He has contributed as technical expert and project manager to key hydropower and water resources projects in Romania and internationally, including in the Middle East and Western Europe.
Dr. Popescu is President of the Romanian National Committee on Large Dams (CROMB – RoCOLD), a member of the CONSIB and CONSIDIG national safety commissions, and actively participates in the International Commission on Large Dams (ICOLD), within technical committees on sedimentation and dam behavior monitoring. His work supports the development of safe, efficient, and climate-resilient solutions for sustainable water and energy infrastructure.

In 2011, she graduated with a degree in Psychology followed by a master's program in "Public Sector Management" within the National School of Political and Administrative Studies - SNSPA - Faculty of Public Administration (2011-2013). As of 2012, she has been part of the Aquaproiect team, being responsible for the bidding activity and promoting the company in order to obtain new contracts.
As Head of Marketing-Development Department, she coordinated the preparation of offers and participation in public procurement procedures for national and international projects (World Bank, European Bank for Reconstruction and Development UNGM- United Nations Global Marketplace), and participated in the development of relationships with the company's partners, collaborators and clients.
As of 2015, she also contributes to the development of projects in the role of Public Procurement Expert, developing procurement strategies and award documentation for complex investments in the field of water engineering and environmental protection, with values up to 75 million lei, financed from European funds (SOP, LIOP and PNRR- National Recovery and Resilience Plan).

Stan Ionuț Eugen is an experienced Surveying Engineer with a passion for GIS, Orthophotogrammetry and Lidar. He currently leads the Field Studies Department at AQUAPROIECT S.A., where he played a key role in various projects related to flood risk mapping and river regulation.
Ionuț holds a Geodetic Engineer degree from the Technical University of Civil Engineering Bucharest and has attended numerous specialization courses, including ArcGIS, SQL/MySQL and Interactive Programming in Python. His professional background includes roles such as GIS Specialist, Mosaic Department Head and Cartographer, demonstrating his expertise in processing aerial topographic and photogrammetric data, analyzing spatial data and creating digital terrain models.
Throughout his career, Ionuț has contributed to significant projects such as the Watman automatic alert stations, the regularization of the Buzău, Trotuș, and Suceava rivers and the consolidation of the Timiș river banks, demonstrating his ability to manage complex geospatial data and provide fast and accurate information.
Ionuț is known for his meticulous attention to detail and his commitment to excellence. He is always eager to learn and adapt, which is evident in his continuous search for knowledge through various courses and training programs. His colleagues appreciate his collaborative spirit and ability to lead teams effectively.

Between 1967 and 1990 she worked as a design engineer and project manager at ISPIF - Institute for Studies and Design for Land Improvements, and between 1990 and 1992 she was a grade II design engineer at Aquaproiect, returning to the Aquaproiect team in 2001 as a Manager.
She is currently the President of the Board of Administration of Aquaproiect SA and President of the Technical and Economic Commission (CTE) of Aquaproiect SA.
Between 1967 and 1990 she worked as a design engineer and project manager at ISPIF - Institute for Studies and Design for Land Improvements, and between 1990 and 1992 she was a grade II design engineer at Aquaproiect, returning to the Aquaproiect team in 2001 as a Manager.

Graduated from the Faculty of Hydrotechnics in 1968, as the head of his cohort. In 1979-1980 he completed a Postgraduate Course in Marketing and Economic Engineering at the University of Economic Studies in Bucharest, with the highest grade. In 1982 he obtained the title of "doctor of engineering" at the USAMV in Bucharest.

Sarghiuta Radu, Ph.D., professor with the Technical University of Civil Engineering of Bucharest, Romania (UTCB) between 1990-2022; he graduated Hydrotechnical Engineering with UTCB in 1983 and he received his Ph.D. in 1998 at the same university; he holds a degree in Naval Architecture with the University of Liège, Belgium (2002). Visiting professor with Liège University, Belgium, Quito Central University, Ecuador, Water Resources University in Ho Chi Minh City, and Hanoi, Vietnam – taught courses on Dam engineering and River engineering. Graduate of the Bucharest Institute of Construction, Faculty of Hydrotechnics (1977), he worked as a trainee engineer between 1977-1981, within the Bucharest Hydropower Construction Trust, on the Rausor Dam Construction Site on the Targului River.
He was a design engineer and project manager within ISPH in the periods 1981-1993 and 1995-2001, being involved in the implementation of projects such as: Hydroelectric Power Plants on the Olt River, Slatina-Dunare Sector, Golesti HPP on the Arges River, Cernavoda Hydroelectric Power Plant, Cernavoda Hydroelectric Power Plant, Hydroelectric Power Plants on the Olt River, Cornet-Avrig Sector, Subcetate Hydroelectric Power Plant, Pascani Hydroelectric Power Plant, Hydroelectric Power Plants on the Olt River, Cornet-Avrig Sector, Hydroelectric Power Plants on the Strei River, Subcetate-Simeria Sector, Hydroelectric Power Plants on the Mures River, Petelea-Tg. Since 2014, he has been collaborating with AQUAPROIECT SA for national and international projects, and he is currently a technical advisor and CTE Member of the company.

He completed his undergraduate degree in Engineering at the Hydrotehnics faculty of the Bucharest Institute of Construction from 1978 to 1984 and graduated with a PhD in civil engineering in 2005 from the Technical University of Construction in Bucharest.
He was a Scientific Researcher (Grade II) within the Ministry of Education and Research and the Academy of Agricultural and Forestry Sciences (2008).
Since 2018, he has been a Technical Expert certified by the Ministry of Development, in the areas A9- "Mechanical resistance and stability for constructions and land improvement arrangements" and B7- "Safety and accessibility in operation for constructions and land improvement arrangements".
Design engineer, with design/project coordination responsibilities for works in the field of hydrotechnical constructions and land improvements since 1984.
Advisor within the National Land Improvement Administration ANIF between 2010-2021.

Previously Managing Director of a €3.5m turnover environmental company with offices across Ireland and in Bucharest. As a Chartered Engineer, Chartered Director, Chartered Water and Environmental Manager and Qualified Business Coach Jonathan brings over 40 years experience of growing and managing consultancy businesses across a number of jurisdictions, including Romania and these skills will assist in the continued development of Aquaproiect.
He is a technical and policy expert in Integrated Flood & Coastal Risk and Water Resource Management applied in Ireland, UK, and Eastern Europe. Led multi-million complex projects and teams from different cultures and disciplines for World Bank and EIB projects in Eastern Europe and has recently provided technical oversight of a large design and build flood defence project in Peru. He is an advocate for the use of nature based solutions and the restoration of our depleted river systems.
