FRMP 2021 - Preparation of Flood Hazard and Flood Risk Maps (FHRM) and Flood Risk Management Plans (FRMP) for RomaniaWorld
Over the course of two years, under the guidance of the World Bank, and in partnership with the Ministry of Environment, Waters and Forests and the National Administration “Romanian Waters”, a major initiative was undertaken to advance Romania’s compliance with the EU Floods Directive. This effort focused on the third stage of the directive—developing Flood Risk Management Plans (FRMPs) with clearly defined objectives and a prioritized set of national measures to guide future investments.
As part of the initiative, 12 Flood Risk Management Plans (FRMPs) were developed—covering all 11 hydrographic basins in Romania, plus the Danube Basin. In addition, 30 pre-feasibility studies for major nationally significant projects were completed.
The project involved data collection, processing, and management, the development of new methodologies for implementing the Floods Directive, flood risk modeling and assessment, and the identification of 526 areas with significant flood risk potential. For each of these areas, a strategy was established based on multi-criteria analysis and cost-benefit evaluations. The project also produced technical guides and manuals, and ultimately led to the formulation of the updated flood risk management plans and an optimized set of measures—ranging from infrastructure investments to stakeholder communication and institutional capacity-building across the Ministry, the National Administration “Romanian Waters,” Basin Administrations, and the National Institute INHGA.
The project also included the development of the website www.inundatii.ro, which presents the project’s findings and outcomes in detail.
Aquaproiect SA was one of the four main partners contributing to the successful implementation of this nationally significant project aimed at enhancing flood risk management in Romania.

Protection and Rehabilitation of the Romanian Black Sea Coastline in the Agigea Area
Lot 4: “Protection and Rehabilitation of the Romanian Black Sea Coastline in the Agigea Area” is one of the projects under the Large Infrastructure Operational Programme (POIM), developed to address Romania’s development needs as identified in the 2014–2020 Partnership Agreement and aligned with the Common Strategic Framework and the European Commission’s Position Paper.
Specific Objectives of the Project:
- Protection of the Romanian Black Sea coastline against coastal erosion through the development of a targeted program of specialized works aimed at rehabilitating and safeguarding the shoreline, adjacent land, and both terrestrial and marine ecosystems;
- Safeguarding economic infrastructure and social assets threatened by marine erosion processes;
- Implementation of an integrated coastal monitoring program to support medium and long-term maintenance and operational activities (over a 30-year horizon).
Strategic Importance:
Coastal erosion contributes to the loss of highly valuable land, potentially harming coastal ecosystems and causing significant economic and social damage to the area.

Design Services for the Drainage System in the Tineretului Area – Bucharest
The project aims to address the flooding issue on Tineretului Boulevard, particularly in the area near the Children’s National Palace.
Currently, during heavy rainfall, a large portion of the boulevard becomes submerged, with water depths reaching up to 50 cm, significantly hindering both pedestrian and vehicular traffic. The root cause is the insufficient capacity of the existing stormwater collection and drainage system.
The proposed solution involves resizing the stormwater collection and discharge system. This includes the construction of a retention basin with a volume of 4,200 cubic meters and a hydrocarbon separator, enabling the controlled release of collected waters into the Dâmbovița River.
